Board of Historic and Architectural Review

Starting in September 2004, the Smithfield Board of Historic and Architectural Review (BHAR) will hold their regular scheduled meetings at 7:30 p.m. on the 3rd Tuesday of the month in Conference Rooms A & B at the Smithfield Center. They review exterior changes to structures and new construction in the historic district. The BHAR members serve 5 year terms and are appointed by the Town Council.

  • Nancy Fortier, Vice Chair (rear middle, term expires 1/31/09)
  • Roger Ealey, Chair (rear right, term expires 1/31/06)
  • Ricks Wilson (seated left, term expires 1/31/08)
  • Virginia Smith (seated Middle, term expires 1/31/06)
  • Col. Elsey Harris (seated right, term expires 1/31/08)
  • Cecil W. Gwaltney Jr. (not pictured, term expires 1/31/)

To be on the BHAR agenda, applicants must submit all necessary materials, including a completed BHAR application form, to the town no later than 21 Days before the scheduled BHAR meeting.
