MISSION STATEMENT: While being ever mindful of the town’s rich history and culture, it is our mission as representatives of the people to enhance the quality of life in the Town of Smithfield by working cooperatively with town staff, Isle of Wight County Board of Supervisors, and the community for the purpose of promoting public health, safety, order, prosperity and other services. We are committed to providing the highest quality services and to meeting the present and future needs of the community in a fiscally responsible manner.

The Smithfield Town Council meets at 7:30 p.m. on the first Tuesday of each month in Conference Rooms A & B at the Smithfield Center (220 North Church Street). At the November 2002 Goal Setting Session held by the Town, the Town Council decided they would like to get more information to the public as well as give the public more opportunity to voice their concerns one-on-one with Town Council members.

*** Starting with the February 4, 2003 Town Council meeting, there will be an informal public discussion session held prior to the Town Council meeting from 7-7:30 pm. ***

These sessions will give the public an opportunity to voice any concern/suggestion or just talk with Town Council members and/or town staff about any issue. Please note: no action will be taken on any subject discussed unless the matter is taken through all of the proper channels. The proper channels are when Town Council or town staff is made aware of a public concern or issue, that concern or issue is then taken to the Town Council Committee meetings which are held on the last Monday and Tuesday of the month (see below).


Council Committee Meetings

There are six committees: Fire and Rescue, Police, Finance, Sewer and Water, Public works, and Public Buildings and Welfare. These committees are described in detail below. The proper committee will determine if the matter can be taken care of administratively or if it is a matter that must go before Town Council for consideration. Anyone who voices a concern or has an issue to discuss will be invited to the Council Committee meeting and/or Town Council meeting when that issue is to be discussed. Any matter of interest or concern can be placed on the Town Council agenda by contacting the Town Clerk, Sharon Thomas at 365-4200. Council Committee Meetings are held on the last Monday and Tuesday of each month (unless otherwise noted) in Conference Rooms C & D at the Smithfield Center. Fire and Rescue Committee

This committee meets on the last Monday of the month at 3:00 pm at the Smithfield Center. This committee’s discussions include but are not limited to: operating and maintenance issues of both Smithfield Volunteer Fire Department and Isle of Wight County Rescue Squad, contracts for improvements and purchases, emergency communications, etc.

Police Committee

This committee meets on the last Monday of the month at approximately 4:00 pm at the Smithfield Center (sooner if the Fire and Rescue Committee meeting ends early) This committee’s discussions include but are not limited to: equipment maintenance and operating issues, police department personnel issues, Emergency Communications issues, Community Help In Progress (CHIP), grants, Triad Program of Senior Citizens, street closures, etc.

Finance Committee

This committee meets on the last Monday of the month at approximately 5:00 pm at the Smithfield Center (sooner if the Police Committee meeting ends early). The Finance Committee also has special meetings to discuss the budget. This committee’s discussions include but are not limited to: budget issues, personnel issues, annual audit, appropriation of funds, consideration of contract funding, grants, monthly financial statements, monthly cash balances, etc.

Water and Sewer Committee

This committee meets on the last Tuesday of the month at approximately 3:00 pm at the Smithfield Center. This committee’s discussions include but are not limited to: review of water and sewer fees, water sale agreements, well and water storage issues, pump stations, water and sewer billing issues, impact of new development on water and sewer infrastructure, etc.

Public Works Committee

This committee meets on the last Tuesday of the month at 4:00 pm at the Smithfield Center(sooner if the Water and Sewer Committee meeting ends early). This committee’s discussions include but are not limited to: road improvements, traffic studies, subdivision agreements, drainage issues, intersection improvements, etc.

Public Buildings & Welfare Committee

This committee meets on the last Tuesday of the month at approximately 5:00 pm at the Smithfield Center (sooner if the Public Works Committee meeting ends early). This committee’s discussions include but are not limited to: Smithfield Center operating and maintenance issues, Smithfield Center personnel issues, town rental property, new development and the impact on schools/traffic/infrastructure/public safety, any public safety issue, zoning violations, town hall maintenance and office space issues, grants for community projects, etc.
