Sec. 2-39.        Committee reports.

   Every committee of the council shall, unless otherwise directed, report at the next succeeding regular council meeting upon the subject matter referred to it, or shall show good cause why such report is not made. It shall have authority to report on any matter proper for its consideration, though not specially referred to it.
