Lt. Phillips grew up in Chesapeake and is a 2007 graduate of Western Branch High School. After high school, Lt. Phillips went to Liberty University and graduated in 2011 with a Bachelor of Science in Criminal Justice. He also graduated from the Central Virginia Criminal Justice Academy in 2011 while completing his college education. Lt. Phillips then joined the Smithfield Police Department in August of 2011.

Lt. Phillips enjoys playing church softball, traveling, and spending time with family and friends.
